Beyond Compliance: Bridging the Gap Between Digital Accessibility and Physical Campus Access

Higher education has made significant progress on digital accessibility in recent years. Website remediation, WCAG audits, accessible LMS platforms, procurement standards, and more have all meaningfully improved the experience for many students with disabilities. But there is more work to be done.

A prospective student may navigate a perfectly compliant website or register for a campus visit—and then spend 30 frustrating minutes searching for an accessible entrance to the admissions welcome center. That gap between digital and physical campus accessibility is where many institutions’ accessibility strategies still fall short.

According to the National Center for Education Statistics, more than one in five undergraduate students today report having a disability. That population is large enough for gaps in the campus experience to carry real consequences for enrollment, retention, and student success.

The Accessibility Journey Doesn’t End When Someone Arrives on Campus

Most institutional accessibility strategies naturally focus on priorities like website accessibility, LMS compliance, accessible documents, online forms, and procurement standards. While these undoubtedly matter, they only cover part of the experience.

Consider what happens when a prospective student with a mobility disability arrives for a campus visit. Even if the online scheduling tool is accessible and the confirmation email is screen reader-friendly, they won’t have a good experience if the elevator in the admissions building isn’t working or its entrance isn’t accessible. The accessibility of digital touchpoints ceases to matter if the experience breaks down while on campus. That’s the core challenge of digital accessibility and physical campus access.

The ADA National Network recognizes the potential for this gap. In its research, it identifies connecting students to campus resources as one of the most persistent structural barriers in higher education, going far beyond the bar set for legal compliance.

Why Navigation Is an Accessibility Issue

While most administrators may consider wayfinding as a convenience feature, it’s a key accessibility function for students with disabilities. 

Consider a wheelchair user navigating a large campus for the first time. An existing but not clearly marked accessible route presents a significant challenge. So does an elevator that would save a significant detour but is out of service without a posted notification. Also, of course, construction projects that block access to key resources can quickly become problematic. None of these examples is necessarily an ADA violation, but they prevent students from participating in college, campus, and academic life.

Students who can’t navigate campus confidently are less likely to attend office hours, seek support services, or engage with campus life. Similarly, neurodivergent students dealing with navigation anxiety may disengage rather than risk the uncertainty of an unfamiliar route.

That’s one reason why the six-year graduation rate for students with disabilities at four-year colleges was 49.5% in 2023, compared to 68% for students without disabilities. Institutions that want to be serious about closing that gap have to look at the full campus experience. This includes how students with disabilities navigate it every day.

Put differently: digital accessibility and physical campus access are not separate priorities. Instead, they’re two parts of the same journey.

Common Digital Accessibility Barriers That Compliance Reviews Tend to Miss

WCAG audits and ADA building inspections have gained steam in recent years as accessibility has become a priority. But they’re designed to catch a defined set of issues. As a result, they can miss the more dynamic operational gaps that change week to week on an active campus. This includes temporary closures, elevation changes, and high-traffic events.

Construction and Temporary Closures

Almost inevitably, a construction project can block an accessible path for months. But there are smaller issues, as well, like an elevator going offline for a few days or a facilities project requiring the temporary sealing of an accessible entrance.

Chances are that none of these triggers a compliance review. However, all of them create navigation problems for students and visitors who depend on those routes. A static map (or worse, no map at all) leaves those users with no way to know about changes until they encounter them in person.

Jacksonville State University dealt with this directly. Before adopting an interactive map, the university was relying on a PDF map that had been in use since 2001. Multiple simultaneous construction projects made it essentially impossible to keep accurate. There was no way to communicate route changes, closures, or accessibility disruptions in real time. Topographic Complexities

Large and topographically complex campuses create a second category of challenge that rarely surfaces in compliance conversations. The frequent change in elevation may require additional steps to ensure smooth navigation for everyone on campus, regardless of potential disabilities.

Sierra College, with multiple campuses and significant elevation changes across its grounds, found that highlighting accessible routes on a standard flat map was functionally inadequate. The varied terrain made some technically accessible paths impractical. Their solution was this: an interactive map that represented campus topography accurately and surfaced accessible routes as a distinct, prominent layer.

High-Traffic Events

High-traffic events like commencement, orientation, open houses, and athletic events are a third area where digital and physical campus accessibility gaps tend to surface. They all tend to bring large numbers of visitors, many of whom are unfamiliar with campus. They may also have accessibility needs that don’t come up in daily operations.

For these events, the daily accessible parking assignments might need to shift. Similarly, temporary structures might block typical paths, and staff who normally answer navigation questions are occupied elsewhere. Without a map that clearly reflects real-time conditions and surfaces accessible routes, these events create potential accessibility failures at moments that may most shape institutional impressions.

Florida Institute of Technology recognized this need for its commencement ceremony. As a result, the institution built temporary map layers that highlighted parking zones, check-in areas, and critical accessibility pathways. Moving From Compliance to Experience

Over time, the quest for digital campus accessibility evolves from compliance like legal minimums and remediating flagged issues to usability and eventually to experience. The ultimate goal is designing the full journey with accessibility as an upfront consideration. It shouldn’t just be a simple layer that can be applied afterward. To make that shift, you’ll need to ask yourself:

  • Can a first-time visitor with a mobility disability navigate from the parking lot to the admissions office independently?
  • If an elevator goes offline, how quickly does that information reach the people who need it?
  • When construction blocks an accessible path, who updates the campus map, and can they do it without IT involvement?
  • Are accessibility resources easy to locate for students who don’t yet know what they need?

These are experience questions, and they require operational infrastructure to answer well. Specifically, they need a campus map that is accurate, dynamic, and genuinely accessible.

Digital accessibility and physical campus access work best together when digital tools reflect physical reality in real time. One of the most common structural problems in digital campus accessibility today is treating it as the domain of a single office, most often disability services or the ADA coordinator. In practice, that responsibility touches (or should touch) every department with a role in the campus experience:

  • Facilities owns the physical infrastructure and the information about when it changes. Construction timelines, elevator maintenance, and route closures are all facilities knowledge. When facilities teams don’t have a direct way to push that information to the campus map, the information gap becomes an accessibility gap.
  • Disability Services fields the navigation questions that result from that gap. Students calling to ask where the accessible entrance is, or whether a building elevator is working, represent a service demand. A well-maintained campus map could largely resolve this.
  • Admissions and Marketing create first impressions. A prospective student with a disability who can’t easily find accessible routes on the campus map forms a judgment about institutional commitment that no simple value statements will override.
  • Events teams manage the high-traffic moments when accessible navigation is most critical and hardest to maintain. Building accessible wayfinding into event planning as a standard component, rather than an afterthought, is what separates institutions that handle those moments well from those that don’t.

Here’s the practical implication: a truly successful digital and physical campus accessibility strategy needs cross-departmental ownership. That includes clear accountability for who updates the map, how quickly, and under what triggers.

The Path Forward

Digital campus accessibility is a necessary foundation. Without accessible websites, LMS platforms, and digital documents, students with disabilities can’t fully participate before they ever step on campus. The key to success, though, is continuing that work once they do step foot on campus.

That means digital accessibility and physical campus access should work as a connected system. Fortunately, it’s exactly the direction that many higher ed institutions are already moving in.
